      Content of Learning Activity

      The final objective of the Activity will be to participate in a simulation exercise on the following topic: the Eurogroup and the crisis.
      The aim of this exercise is to introduce students to the complexity of the EU's institutional decision-making and policy-making structure and to broaden their understanding of how personalities, interests and negotiations between actors conflict and eventually converge in the production of policy outcomes at EU level. The simulation revolves around the preparation of a mock European Council/Eurogroup around July 2012, when Cyprus and Spain entered their respective financial assistance programmes. Students will be assigned one of the EU Member States (among them Portugal, Spain, Ireland, Greece and Cyprus) or a European/international institution (European Commission, ECB, IMF).

      The activities carried out will be the following:
      - Drafting of a Policy/Position Paper (2500-3000 words) containing an analysis of the context and the position of the country/institution. A writing guide will be provided to each group of students. 
      - Preparation of the simulation - On the basis of the policy paper, each group will rework its policy paper into a single written statement (1000-1500 words) to be presented in the context of a Eurogroup via a 5-minute speech summarising the main analysis, conveying the main national/institutional position and suggesting policy proposals to be included in the final decision. 
      - Simulation: all Eurogroup members gather in a meeting and have to negotiate the issue to reach an agreed decision.
