Learning Outcomes of UE
Explain et assess the way local authorities (communes) work in the Walloon Region : election, allocation of the seats in the town council, designation of the mayor and the aldermen. Explain the way communes are funded : budget, mechanism of the Commune Fund, own taxation,... Explain the way communes register their financial operations: elements of budget and general accountancy.

Introduction. Election, allocation of the seats, constitution of the board. The administrative operation : general director and financial director. The budget : reveues and expenditures. The Commune Fund. Regulatory authority. Budget and general accountancy.
