      Capacities for students to explain:  territorialy policy and " spécial buiding of the EU , and spécial wiew concerning the externals borders. More aspects of governance and Institutions, powers  and European law. In other aspect , capacity to understand the differents policies and impacts for citizen, and cost and legal studies.
